My Girlfriend and I will be in Koh Tao for 1 month. We have both spent a fair bit of time there before but we feel like there could be somewhere better to stay. We are on a pretty tight budget of about 300bht a night. Sairee beach area. And we plan on doing a lot of diving.

Your best bet is to wait until you get there. walk around asking at the smaller hotels as this will bring you the results you are after. I have been several times and I normally get the dive school to book the accommodation for me as they often have deals with certain hotels.
When I went 2 years ago to do my Divemaster internship, I only booked the first couple of nights then walked around to get a better deal. Most places will do you a really good deal when you want long term stays especially if you are out of season, I booked for 2 months and only paid 17'000 for December and January, which is the high season baht for the room and ended up leaving 3 weeks early and they happily returned a negotiated 6'000.
Some of the dive schools also have their own accommodation and if you do enough diving with them will let you stay for free, but that will be dorm rooms.

To be more specific. Best place for a couple to stay for around 300BHT-600BHT a night near Sairee. Not fussed about AC , but a good location near the shops/ beach would be good. And yes personal recommendations would be great.

"Better" is so vague that the best u can get from Yahoo Answers is someone's single experience and advice which is of limited use for an overall view.
